This program is designed to give Chapter leaders the tools and knowledge necessary to meet the challenges that face every elected officer and BER/Steward. The program is aimed at the core Chapter leadership team and the Chapter Executive Board. Course topics include some of the following:
- The role and responsibilities of the Chapter Executive Board
- Boardsmanship
- Understanding and developing Chapter Governance

- How to conduct Chapter meetings
- Effective Chapter communications
- Individual Chapter officer training
Presidents
Vice Presidents
Secretaries
Treasurers
Building Employee Representatives
- Legal responsibilities of Chapter leaders
- Chapter committees and how to use them
This is a short list of course topics, as each year the program is modified to meet the current needs of OSEA Chapter Officers. The program is held on a Saturday and is conducted from 8:00 a.m. until 3:00 p.m. Lunch, materials, and OSEA vendor information is provided. There is no cost to the OSEA members and officers who attend. We encourage Chapters to send their entire Executive Boards, BERs, and other interested members who may be running for a Chapter office in the near future.
The Union Skills Training program is currently held in each OSEA Zone at a location that is convenient to local Chapters. OSEA Zone Directors are responsible for organizing the Union Skills Training program within their Zones.
